Strategic PMO – Electronic Billing Program / 2026 Reform

Duration: 3-4 months minimum | Start date: ASAP | Location: Paris region (91) | Daily rate: based on experience

We are looking for a Senior Strategic PMO on behalf of one of our clients as part of a project compliance with the electronic invoicing reform and transformation of financial processes.

Mission context

As part of the entry into force of the reform of the electronic invoicing On September 1, 2026, a large group launched a strategic program to transform its financial flows across multiple activities. This program aims to ensure the regulatory compliance (e-invoicing & e-reporting) while optimizing the Procure-to-Pay and Order-to-Cash processesIn a context of high criticality and the need to secure progress, the mission consists of carrying out a 360° diagnostic of the program and to strengthen its management with a business-oriented approach.

Roles and responsibilities

• Assisting the Program Director as a strategic PMO
• Structuring and facilitating the program's governance (weekly committees, executive reporting)
• Prepare and present materials for the General Management / Executive Committee
• Ensure coordination between business, technical and project teams
• Manage the progress of milestones and challenge teams on deliverables
• Implement risk-based management (financial, operational, reputational)
• Identify the obstacles and propose alternative scenarios
• Ensure alignment between projects (technical, change management, deployment)
• Providing an external perspective and market benchmarks
• To produce a rapid diagnosis and recommendations for improvement

Required Skills

The ideal candidate possesses the following skills:

• Significant experience (15+ years) in complex program management IT/Finance Transformation
• Excellent grasp of the issues related to the reform of the electronic invoicing (2026)
• Good knowledge of P2P and/or O2C processes
• Experience in large group environments
• Strong analytical, synthesis and strategic thinking skills
• Excellent communication skills and ability to interact with senior management
• Strong leadership and ability to unite cross-functional teams
• Proficiency in project management methodologies and risk management
